Joist was sourceXchange's original framework (which Helm ran on top
of), and is no longer under development. It has been replaced by
Turbine <http://jakarta.apach​e.org/turbine/>.

Helm has been moved to CollabNet's extranet to focus our contribution
to tigris.org on software engineering and collaboration tools such as
Subversion <http://subversion.ti​gris.org/>, Scarab
<http://scarab.tigris.org/>, and Eyebrowse
<http://eyebrowse.tig​ris.org/>. Future work on Helm is proprietary.

I'd take a look at Turbine, though it's only part of the picture.

Message Is joist a replacement for helm? Does joist require that helm be installed
first? What happened to helm? I am working on a project to upgrade a
system running an old version of helm to newer software, but I can't seem to
find out what happened to helm. Also, I was unable to make heads or tails
of joist. Are there other open source packages available that assist in
managing OpenSource projects (CVS, user accounts, permissions, etc.)?
