If such is the case, I would prefer to do without the properties,
rather than create a .in file for a template.

I agree that it is kind of odd to use .in files to insert values at
compile time, but ErrorPage.wm is a special case.

ErrorPage.wm is a file that is presented when there is an
unrecoverable error in WM or joist. I dont know if we can depend on
having access to the properties in that kind of situation, I seem to
recall that is how the .in file got added in the first place.

I would be glad to be proven wrong.
