Joist was sourceXchange's original framework (which Helm ran on top
of), and is no longer under development. It has been replaced by
Turbine <http://jakarta.apache.org/turbine/>.

No.

Helm has been moved to CollabNet's extranet to focus our contribution
to tigris.org on software engineering and collaboration tools such as
Subversion <http://subversion.tigris.org/>, Scarab
<http://scarab.tigris.org/>, and Eyebrowse
<http://eyebrowse.tigris.org/>. Future work on Helm is proprietary.

I'd take a look at Turbine, though it's only part of the picture.
